In my non expert opinion, Navy Seals would only be dominant on the sea and on the coasts. They'd find a way to neutralize some Spetsnaz without many problems, but only within their sea domain, and during an attack from the Seals. Spetsnaz, however, would win a long term conflict and counter insurgency if the Seals pressed too far inland. The Seal teams aren't that numerous, so at that point they'd send the marines, backed with superior Navy firepower & air support. Without BNC warfare, I think that's exactly how it would go in a conventional war.

Clearly the Rafale is marginally better, and being the newer aircraft...maybe the F-16 has paved the way for the Rafale development. F-16 has gone on legendary missions and is still being upgraded and modified (see India's latest version). F-35 just got a new more powerful engine (single engine), maybe some of that tech will trickle down to F-16. I love both planes. I grew up playing simulations with the Viper.
